I am writing to urge you and the Government to adopt a far stronger, more decisive strategy in response to Russia’s war in Ukraine. Incremental measures have not succeeded. The cost of delay is measured in lives and destruction. Hesitation only emboldens the Kremlin. We cannot afford further hesitation - action is required now. It is not the time to look at what others are or are not doing; the UK must lead.

 

Recent analysis from Chatham House warns that Europe is approaching a pivotal moment: a failure to act boldly risks allowing Moscow to dictate the terms of the continent’s security for years to come. The UK must ensure that any international approach strengthens Ukraine, not Russia, and that no diplomatic façade - including proposals that reward aggression - is allowed to undermine Ukraine’s sovereignty or security.

 

Moreover, a new study from Norwegian Institute of International Affairs (in cooperation with risk-analysts Corisk) makes clear the economics of this war for Europe. Their report shows that if Europe backs Ukraine toward a victory, the cost over the coming years - in military support and reconstruction - would be far lower than the economic, defence and refugee costs Europe would face if Russia ultimately wins. By contrast, a Russian victory would burden Europe with increased refugee flows, massive defence-buildups, higher long-term security spending, and severe geopolitical instability. In short, supporting Ukraine now is not just morally right - it is economically and strategically wiser for Europe’s future.

 

The Government should advance a clear, uncompromising strategy built around the following commitments:

 

  • Condemn Russia’s invasion without excuses.

Any attempt to frame this war as anything other than deliberate, unprovoked aggression fuels disinformation and weakens our moral and strategic position.

 

  • Recognise Vladimir Putin as what he is: a war criminal.

His responsibility for mass atrocities is well established. Our language should reflect this reality and reinforce international accountability.

 

  • Seize and confiscate every rouble abroad.

Russian state and sanctioned-individual assets frozen in the UK and allied jurisdictions must be moved toward lawful confiscation to support Ukraine’s defence and reconstruction. These funds must not be recycled back into Kremlin-linked ventures.

 

  • Crush Russia’s war economy.

Sanctions must be expanded and enforced rigorously - closing loopholes, targeting all collaborators, and disrupting every supply chain feeding Russia’s military machine.

 

  • Arm Ukraine.

The most credible path to peace is enabling Ukraine to defend itself decisively. The UK should accelerate delivery of weapons, ammunition, and air-defence systems so that Russia feels the cost immediately and unmistakably.

 

  • Reject any so-called “peace plan” that rewards Russia for its invasion.

Proposals that legitimize territorial gains, limit Ukraine’s sovereignty, or restore Russia’s economic leverage are unacceptable. They would entrench aggression, not end it, and they would weaken European security for a generation.

 

  • Anything less is simply buying time before the next Russian invasion.

This is a defining moment for the UK and for Europe. I urge you to advocate for these measures in Parliament, within government, and across party lines. The UK must remain unwavering in standing with Ukraine and in resisting Russian imperial aggression.
